As activists frown at use of Black Maria to to covey people arrested by Kick Against Indiscipline (KAI), victims of the arrest confirmed that there has been some selective arrests and favoritism perpetuated by the officials of the agency since the placement of KAI under commercial venture.
Created by the administration of Babatunde Fashola, as Lagos State governor, but Governor Akinwumi Ambode is said to have, in a bid to raise more revenue , added KAI as part of revenue agencies of the state.
He however still retains its concept of using it to impact discipline on the society, but no longer as a social service for helping to organize a more descent society through reorientation.
Among other areas of focus included checkmating crossing the express road, where there is a pedestrian bridge; street trading, defecating in public places.
“The original concept was aimed at re-directing the behavioral lifestyle of logicians that portray them having a state without law and order said to have been turn into a state government money making venture,” said a senior government official , name withheld.
Some of the victims of the KAI narrating their ordeal in the hands of the officials said money and other graft are now being employed by the officials of the agency.
Hear Matthew Ebelenne a Petty trader at Ikeja: “Were were three that were arrested by KAI on the Kolawale street, near the Computer Village Ikeja on that fateful Wednesday, March 13 2017.
“The officials told us that if we were taken to the cell in Alausa, each of us will [pay N20, 000, but that if each of us could pay. But the other two were able to settle (brine their way out of the Black Maria that we and other ones where cramped into the Black Maria to their cell in Anthony, where I spent three days before a relation paid my fine of N20,000.”
Another victim, Muaa Ali, a coble , arrest at Iyana Oworo for not using the pedestrian bridge said there were five in number arrested, three were apparently from the same area with the official on duty, which saw them being let off the hook.
He said his case was, add worse as he could not speak English fluently nor could he understand Yoruba, which they the lucky three were able to use to be freed from being lumped into the Black Maria.
“I lost my tools and suffered hell in the hot Black Maria and was humiliated in the cell,” he stated.
Investigation reveal that there is a revenue target to be met by KAI , ranging from N5 million to N10 million monthly.
To observers, this runs contratay to the social service , which security apparatus and , including KAI, LAST MA, VIO, Police and Civil Defence Corps are meant to render to the society.
A human Rights Activist, John Adebayo put it thus: “Giving the any arm of security outfit target is the highest point disservices to the people, whose taxes are used to maintain the agencies dint eh first place.
“Most of the offences that the suspects are arrested for before being forced into Black Maria are not criminal offences that can warrant putting suspects in Black Maria, which has its psychological implications on the victim.
“The Human Right activists having been making this case known to government, but they are not listening, perhaps, there may be a change in tactics on this soon.
But unconfirmed reports say a number of officials of KAI had been sanctioned for making enough arrests as to meet the target given to their units.
